
Do U.S. Tariffs Affect Books Printed in China?

With the Trump administration implementing new U.S. trade policies in 2025, many of our clients have asked:
“Will tariffs increase the cost of printing books in China?”
The good news is: most printed books remain exempt from these new tariffs. Long-standing trade exemptions for “informational materials” still apply, protecting most printed books and planners from additional import fees.
However, some existing tariffs still play a role in your total landed cost. Here’s a simplified breakdown:
Most Books Remain Exempt from 2025 U.S. Tariffs
The 2025 tariffs, enacted under the International Emergency Economic Powers Act (IEEPA), target a broad range of Chinese imports. Fortunately, printed books are excluded due to a long-standing exemption for informational materials.
This exemption, grounded in First Amendment protections and codified in U.S. law, supports the free flow of ideas and information across borders. As a result, books printed overseas are not subject to the sweeping new tariffs affecting many other Chinese imports.
Books Still Affected by 7.5% Section 301 Tariff
While the new 2025 tariffs don’t apply to most books, a 7.5% Section 301 tariff, first introduced during the earlier Trump administration, still affects certain categories, including:
- Novels and fiction books
- Cookbooks
- Travel guides
- Art books
- Comic books
This tariff remains in effect.
No Tariffs on Children’s Books Printed in China
If you’re printing children’s books, there’s good news. Under HTS Code 4903, the following types of books are 100% exempt from U.S. tariffs:
- Board books
- Picture books
- Early reader books designed for children
